Death Notice (Cape Archives) says he was born in St.Luke's, Middlesex, son of Thomas and Henrietta MILLS

Thomas MILLS and Henrietta WAINWRIGHT were married in St.George, Bloomsbury by banns on 19 March 1797

He was the son of Thomas MILLS, corn chandler of New Road, St.George's East, London, and was one of a small party that proposed to emigrate under the leadership of Joseph OLDHAM but was subsequently absorbed by BAILIE's Party.
