pre 1820 Settler Correspondence before emigration

ALL the 1819 correspondence from CO48/41 through CO48/46 has been transcribed whether or not the writers emigrated to the Cape. Those written by people who did become settlers, as listed in "The Settler Handbook" by M.D. Nash (Chameleon Press 1987), are labelled 1820 Settler and the names of actual settlers in the text appear in red.

My Lord,

I hope your Lordship will not be offended in troubling your Lordship with this letter. My name is Wm. HORISGOOD Out pensioner seven pounds four shillings per annum from the Navy at the Royal Hosp. at Greenwich. I made my mind up some time past to go to the Cape of Good Hope. I have been very ill for some time past and things not answering my expectation on the account of ill health I intend not to go. I have paid five pounds to Mr. Robert NEWCOMBE Cooper now residing in Box Lane Exeter who is going out and he paid it to Mr. John PERKINS [sic] Joiner who is going out as Conductor of ten men and now residing at Exe Lane Exeter Devon. I paid the five pounds about the 20th Oct 1819. Mr. John PARKINS says he has paid the five pounds to Government. I hope your Lordship will be pleased to give the necessary direction for me to get my five pounds agane as I ham now much in distress and cannot go owing to sickness. I was advised to make application to your Lordship by Gentlemen for the five pounds. I hope your Lordship will be glad to take the same into consideration and be pleased to give the necessary directions for me to get the five pounds paid to me agane on any banker at Exeter or wich way may your Lordship think proper. Your lines for my satisfaction will be most thankfully received and acknowledged. I shall in duty bound to pray ever at the period of my life

[note from GOULBURN across bottom: Is a settler of the name of PERKINS going from Exeter? If so acquaint him that he has not made any payments on his account to Govt. and that he has no other means therefore of recovering any money which may be due to him by PERKINS than those which the law would afford him under similar cases with respect to any other introduced.]
