To his Honor B.C.C. PINE Esq, Governor of the District of Natal
The Memorial of the undersigned Merchants, Traders, Agriculturalists and other inhabitants of the District of Natal humbly sheweth:
That your memorialists have perused with the highest satisfaction the official minutes witnessed by your Honor to your honorable Council, and dated Government House, 30th Nov 1850.
That your memorialists regard the statistical statements, and estimates of revenue and expenditure therein contained, as furnishing evidence the most satisfactory and gratifying of the inherent capabilities, and the steady yet rapid progress of this rich and rising colony.
That your memorialists cannot but hail with gratitude and pleasure the wise and liberal views of public policy which characterise the minute in question, and in which your memorialists recognise a guarantee for peace and improvement, and prosperity, during your Honor’s enlightened administration.
That your memorialists desire especially to express their concurrence in your Honor’s views as to the urgent and vital importance of promptly facilitating communication between the different portions of the District, by means of new or improved roads and bridges, whereby not only the operations of agriculture but the interests of trade, commerce and civilisation will be promoted to an indefinite extent.
That your memorialists are equally impressed with the soundness and wisdom of your Honor’s views regarding the improvement of the Fort, and while they agree with you in thinking it desirable not to discontinue the present partially ineffective operations, they fully concur in the necessity of complete and permanent works as essential to the well-being and prosperity of the colony, for without a safe and accessible harbor it is manifest that commerce must languish and die.
That for the prompt accomplishment of this most important object, your memorialists rejoice that it is your Honor’s intention to take an early opportunity of submitting to the Secretary of State for the Colonies the expediency of permitting the Local Government to negotiate a loan in England.
That your memorialists are deeply grateful to your Honor for submitting to your honorable Council the propriety of reviewing, with a view to their reduction, the Taxes on Sales by auction, and on the Transfer of Land, inasmuch as it is within the knowledge and experience of your memorialists that those taxes press injuriously on the interests of trade and agriculture.
That your memorialists take the opportunity afforded them by the passing allusions of your Honor to “the present state of the titles in a large part of the land in the District” to express their earnest hope that this important and long pending question may be at once and forever settled on just and liberal principles; and they have the strongest conviction that your Honor will be no party to a violation of the clear and repeated pledges and assurances of former administrations.
That your memorialists venture to suggest that some portion of that Hat Tax paid by the Kafirs ought, in justice, to be expended for purposes of public utility, especially the making and maintenance of roads &c. They regard that tax as a sort of quit rent for the valuable and extensive lands occupied by the natives, a portion, at least, of which should be applied to those general purposes to which other taxes are wholly devoted.
In conclusion your memorialists beg to express to your Honor the sentiments of high respect and esteem which they cherish towards you personally, and their hope and confidence that prudence, wisdom and prosperity may characterise your Honor’s administration of the affairs of the colony through a long course of years.

His Honor’s Reply
Government House, Natal
20th January 1851
Gentlemen, Absence from home, and a pressure of business of a most anxious nature have prevented me from doing myself the honor of acknowledging, at an earlier period, the receipt of your Memorial upon the subject of the Minute addressed by me to the honorable the Legislative Council on the 30th November last.
It affords me great satisfaction to find that the statements contained in my Minute have met with the approval of the large portion of the respectable and influential inhabitants of this District whose names are attached to your Memorial.
The suggestions made by you shall have my serious and most attentive consideration. My earnest desire is to advance the general good of the community, and I trust I shall always have the goodwill and co-operation of such intelligent members of it as yourselves to aid in accomplishing this object.
Gentlemen, I will not conceal from you that the tone of your memorial has made me more than ever long for the day when circumstances shall enable me to avail myself, more fully, of the practical knowledge and sound political wisdom which reside in the intelligent inhabitants of this District.
I accept with pleasure the expression of your kind feeling towards me personally, feelings which, whether differing or agreeing with you upon political subjects, I shall ever entertain towards you.

DIED in Cape Town on the 11th June 1851, in the 77th year of his age, Franciscus Josephus BECKER Esq, Native of Bert-Cassel, on the Moselle, and resident in this Colony for upwards of 56 years.

Departed this Life on Monday the 23rd instant, after a lingering sickness, which he bore with Christian fortitude, my beloved Husband George HUSKISSON, aged 40 years, of which notice is hereby given to relatives and friends.
